I believe Chickaletta serves as a comic relief in the show. The Mayor's antics with the chicken contrast with the adventure and action-oriented plot, offering a break and making the show more entertaining for kids.

Problem with our society today is we're always 'on'. Phones, computers, TVs, always something yelling for our attention. Shut all that crap down for a while. You'd be surprised how much of your internal chatter comes from external static.
