Desperate here! Late 90s or early 00s PC game, you were a kid in school, kinda open-world, lots of mini-games. Remember you could throw paper planes in the classroom, trade stuff with other students. It was quirky, kind of a cartoony art style. OMG and the soundtrack was soooo funky. This is killing me!

From the sounds of it, it could be 'Little Big Adventure' or its sequel. Mainly because of the 'quirky' and 'cartoony' part. Plus both games had loads of mini-games and funky soundtracks. They are from the 90s so might be what you're looking for.

When you're describing it, I'm getting a strong sensation that you might be referring to Bully by Rockstar Games. Although it was released in 2006, not quite the late 90s or early 00s. It features a strong school setting, mini-games and the ability to interact with other students. It's not the exact match but shares many elements you mentioned.

OMG I totally know the game you are talking about! I can't remember the name for the life of me, but I spent HOURS in that game. There was a character that kinda looked like a knock-off of a cartoon character from that era... Oh this is gonna bug me now!
