Help finding an obscure 90's sci-fi flick?

hey everyone, i've been searching for this movie for ages. watched it as a kid and can't remember much. it had this dark dystopian vibe, with flying cars maybe? and the protagonist wore a long leather coat, pretty sure there was a scene with a crazy shootout in a building with white walls. might've had a cult following? anyone know this?
