Sounds like Dead Silence by James Wan. The doll you're thinking of is most probably 'Billy'. The movie was from early 2000s with a storyline involving a creepy old house and a cursed ventriloquist. The scenes with the doll definitely gave a chilling vibe. One of Wan's earlier works before the Conjuring series.

Sounds like it could be Dead Silence to me. Story's about a ventriloquist doll from this creepy lady called Mary Shaw. There's definitely a creepy old house in it. Worth a check!
