Maybe construction was abandoned halfway, due to budget constraints or litigation, and no one bothered to rectify it. Perhaps it was supposed to lead somewhere and the original design plans changed unexpectedly. Or, as crazy as it sounds, maybe it's a poorly thought out art installation. However, the lack of warning signs is indeed a gross oversight and a safety hazard.
