The logistical requirements to create and maintain drone replicas of every bird species would be astronomically impossible. Not to mention, the ecological impact of replacing actual birds with drones would create noticeable changes in the environment. Pollination, seed dispersal, insect population control - if birds were drones, our ecosystem would be in shambles.

Actually, baby pigeons, or squabs, do exist. They mostly stay in the nest until they're nearly fully grown. That's why you don't see them. Birds sitting on power lines is just a spot for them to rest and keep an eye out for food. As for drone theory... not all pigeons can be government spies, lol. We'd notice more tech malfunctions, battery swaps, and crashes. And let's not forget migrations; drones couldn't pull it off without getting caught.
