This actually ties into my theory that the whole show is a metaphor for different political systems. Ryder as the benevolent dictator, the pups representing the citizens who follow him naively. It's a microcosm of the world man.

Interesting point but I reckon it's more of a kind of military command chain than democracy. Each pup has a special set of skills and Ryder knows who's best for the job, so he decides. A true democratic model could be impractical and time-consuming in rescue situations.

If you analyze the setup, Ryder, the human, takes care of scheduling and logistics, but the pups still make autonomous decisions during their rescues. They're given instruction, yes, but they also problem solve individually and as a team. Ryder's 'command' style leadership actually fosters critical thinking and problem-solving among the pups.

Well, you gotta remember that PAW Patrol is about teamwork and working towards a common goal. Ryder is the leader, yeah, but each pup has unique skills that are valued. It's more of a command hierarchy rather than a democracy, and that's not necessarily a bad thing.
