As a parent who watches the show with my kids, I think Humdinger's shenanigans are a big part of why kids love the show. He provides a lot of the comedic relief and learning moments without things getting too scary or serious for the little ones.

You're looking at it logically, but Mayor Humdinger is all about the glory! Can't get that glory if he runs off with his tail between his legs. And let's be real, without him, those pups wouldn't have half the adventures they do now. Keeps things interesting, IMHO.
