The pup-tags’ primary function is to facilitate this communication flow from Ryder to the pups. Essentially, Ryder is like the quarterback of the team while the pups are the players executing the plays.

lol, I asked the same thing to my husband after watching like 50 episodes with our kids. He just rolled his eyes at me 🤣. Pretty sure it's b/c Ryder is supposed to be the boss. He organizes everything and doesn't do the rescues himself. The pups are the real heroes, I guess.
