You guys are reading wayyy too much into this. Inspector Gadget is pure nostalgia, and it was all about entertainment, not some deep state message. But I gotta admit, the idea of Gadget being part of a government experiment is one heck of a fanfic material. But could be his cyborg parts were made by some benevolent inventor, just saying.

Right?? I've been saying for years that Dr. Claw is the unsung hero! The guy has a pet cat and ends every episode with 'I'll get you next time, Gadget!' If that doesn't scream dedication to the cause, I dunno what does. Plus, you never see his face, because obviously, the govt doesn't want you to sympathize with him!

OMG, this makes SO much sense. I always thought Gadget's goofiness was a bit overplayed. Like, maybe that's how he's programmed to act to lower people's guard?
