Tracy Beaker, now that's a character that defined a generation. As for the talking rat, my gut tells me you're thinking of Young Dracula, but could easily be something else... There was a lot of quirky stuff on CBBC we forget about. Btw, who remembers 'Raven'? That show deserved an Oscar, change my mind.
